• Mass privatization in Belarus

  Belarus starts mass privatization of more than 500 state-owned enterprises to be completed by 2010, to begin with only 25% of share capital. Among such enterprises are: Minsk motor plant, Optoelectronic systems, Minskagroprommash, Gomselmash, Belarusian Automobile Plant, Vityaz, Agat-System and others.

Today, possessing definite reserves of commercial timber, Belarus cannot duly handle it, since for a long time woodworking enterprises haven’t modernized their manufacturing facilities. Technical reequipment took place in some of them resulting in better quality output and higher competitiveness in internal and external markets. Among them are JSC “Borisovskiy DOK”, “Ivatsevichidrev”, “Pinskdrev”, etc. And nevertheless, a number of enterprises of timber industry are now working inefficiently having equal business environment. What are the reasons?

Now some enterprises experience difficulties with competitiveness of their products due to the use of old technologies of 50 – 60th year of the last century, with basic assets depreciated up to 98%. That is why it is now so important to carry out the renovation of existing facilities by introducing resource and energy saving technologies.

At the same time, comparing the volumes of timber resources of Belarus and available capacities of its development shows the necessity in construction of additional woodworking facilities. Thus, there is the capacity to build new 7 saw-mills with capacity of 80-120 thousand m3 of round wood per year and two large mills for production of wood chipboard with capacity of 250 thousand m3 per year. Not less ambitious are the plans to build new mills on bleached pulp, thick and thin fiberboard and oriented strand board (OSB) production.

Almost all woodworking enterprises are state-owned, with the joint stock of the state ranging from 16 up to 60%. That’s why the renovation will be made mainly by state funds. The Svetlogorsk pulp and paperboard plant, and news mill in Shklov can be called among largest projects being implemented today. Although the experts consider it is inexpedient to make the woodworking facilities state-owned, but to involve experienced managers able to control and use the resources efficiently.
